Если нажаты обе кнопки - на выходах будет 11. Но это состояние устойчиво, в том смысле, что на выходе так и будет 11, пока кнопки нажаты.
Если одновременно отпустить кнопки - возникнут гонки, и конечное состояние триггера непредсказуемо.
